popravito: Enable Auto locate (auto geolocation) #122

Geolocation (auto locate me) on homepage works only for HTTPS pages (needs #121).

Depends on #121 If HTTPS is not enabled, auto geolocation functionality will not be displayed, more on https://groups.google.com/a/mysociety.org/g/fixmystreet/c/wa2EnkDmZUM/m/DfntpAwiCQAJ

Task #121 is done, so now find my location should work. Also it's been added to the 'popravito' cobrand: https://github.com/codeforcroatia/popravi.to/blob/develop/templates/web/popravito/around/postcode_form.html#L38

Still to be tested on the production site.

Tested, displays fine. It should work on HTTPS production site.
