Changes component "RequestRecyclingTips" to "ToolsForTenants"
Creates stylesheet for component
Adds text and styles component per mock-up
Fonts may not match exactly with mock-up heading as it could not be located it base/fonts file
Left two collapse boxes in after "FAQs" as info seemed important
Documents will need to be linked (not currently available)

Blocked because I cannot locate the tools for tenants materials to link to. Can you help @JasminBarco ?
