Rebase of footer to include latest Jekyll conversion work #138

Footer history was drastically different than convert-to-jekyll history. Needed to rebase, clean up changes, force history of commits to accept new changes and pushed footer head forward. Checking merge safety and working to make sure new changes do not fall out again.

@stephencarico Would you please review this PR and approve it if nothing is broken? I have confirmed it works on two of my machines, but would like an extra pair of eyes on it.
