Decide Unit of Comparison for Mapping the Poor over time #13

Check census data (decennial vs ACS) to see what geographic level is feasible for our visualization of where "the poor" have lived in our area over time.

Visualization concept: highlight block groups (or tracts) that have either (a) high concentrations of people of residents (or households) with average median incomes <80% OR (b) have had growth (% change) in absolute number of of residents (or households) with average median incomes <80%

This US HUD source may be a better data source for income comparisons to average media income than US Census: https://www.huduser.gov/portal/datasets/hads/hads.html
