make teacher_satisfaction_survey optional in admin #441

teacher_satisfaction_survey needs to be optional in the admin for the school. Currently there are schools with no teacher_satisfaction_survey and when you update other info on the school, the admin requires you to fill out the teacher_satisfaction_survey filed.
