Move from Twilio to another SMS provider #7

For example, Nexmo offers SMS phone numbers in The Netherlands while Twilio doesn't. If we plan to RECEIVE SMS from NL users, it would be wise to advertise a Dutch phone number instead of a US one.

Update: Nexmo has no NL numbers available for purchase as of today
