Added Lombardy provinces #184

I have pushed Lombardy live, with a few changes (simplified URL, capitalized the names properly): http://click-that-hood.com/?location=lombardy

The shapefile is pretty big/detailed for what it is, perhaps @spara has some suggestions on what’s a good way to simplify it?

Milan Underground doesn’t work since it’s points, not areas—so I removed it.
