Added Athens, Thessaloniki, Greece #274

I added files for Greek regions, former prefectures, municipalities in Athens, and municipalities in Thessaloniki. In Thessaloniki suburbs are included.

I followed the instructions at the wiki, and tested in my machine (Ubuntu) successfully.
