Seperated CanIVote into three subpages. There is a page for voters who have already registered, for voters who are not registered, and for voters who are unsure of their registration status.

These screenshots look great! One point, though: Can we set it to remove the list of addresses after the voter chooses one? It currently looks as if the address list is inadvertently displayed as part of "Your city council candidates"
