Upgrade Webpack To Version 4

Enhancement

Description

Our current Webpack version is 2.2.1 we need to upgrade to the 4.x version.

Implementation

• Start by upgrading to 3.x and then move to 4.x.
• Remove any unnecessary dependencies.
• Ensure everything works after upgrading
  • This includes our prod build
  • Be ready to rollback if it crashes the dev server
• If needed, use an ejected create-react-app for guidance
