Description

Setup Early Voting

Add react-iframe Node module to client
Create EarlyVotingIFrame component
Create /early-voting page / route and EarlyVoting template
Update WhereAndWhen template with links to /early-voting page
Add another card to Home template with link to /early-voting page
Update /package.json build script to run npm install
- (Required for Heroku deploy to work)

This feature branch is temporarily deployed to https://staging.govotegso.org
