Clean Up Neighborhood Search #71

We need to clean up the neighborhood search function. It's currently full of a zillion neighborhood names, some of which may not be real.

We should use the Address API to determine what neighborhood fits each project location,. Not sure if there is an automated way to generate it based on the address. Similarly, we should only use neighborhoods that are officially designated in Address API. Other projects will be using it so it would be good for us to match up.
