Create a sharable document with question language

In order to receive feedback from the KLS working group on our prototype, we need a single sharable document that contains the language we use for every question asked of clients, as well as the explanatory hover text we add. KLS partners should be able to read through the document to understand how we are phrasing our questions, and suggest changes to make the language more accessible to expungement clients.
