Document API #25

Our application has an api namespace that provides mapping coordinates for crime data and vacancies. Other applications should be able to consume this data just fine, but our application does not provide any documentation for how to make that work. We need to provide an API documentation so that consumers of the API know how it is used.

Acceptance Criteria:

No intent yet of allowing consuming applications to use this. Closing for now.
