Incorporate 311 Data and Filters into the application #49

As a Neighborhood Developer I would like to be able to see 311 open cases and Vacant Structure So that I can get a better representation of potential vacant structures in a given Neighborhood

We will know when we are done when

We can see three eleven open cases
We can look at buildings that are vacant structure

Added the filters here. Also includes the start and end dates.
