MVP: Add a Meta Data for filter information #56

As a neighborhood coordinator I would like to see metadata related to the various api's provided by KC socrata sites So that I can know how relevant the data is, and how I can see the raw data the endpoint provides

We will know when we are done when

There exists an icon next to all the fileters
Clicking on the tooltips reveals the url, and the last updated date for the given endpoint.
