Prevent Legally Abandoned and Vacant Indicators from displaying at the same time. #88

Neighborhood Dashboard has encountered a usability issue. Allow users to select both legally abandoned buildings and separate vacant indicators is confusing users as to what data they are seeing in a map. Both types of data are color coded, with several colors overlapping each other. Even if we have separate colors for every piece of data, it's too much to say at once.

Acceptance Criteria:

Users an only select one type of data at a time on the page.

We aren't doing this solution anymore. We have several fixes that addresses filters in place on the vacancy page
