Add Endpoint to return a Parcel Boundary given address, Parcel ID (APN) or all parcel boundaries within a given neighborhood.

@JakeLaCombe spoke with me about this last meeting wanting to use this endpoint within his #nd-n-hood-dashboard project to display parcel and lots associated with an address. I'd like to visit this at next meeting.

@rlh-aagis found Contours.gdb.zip from the Download tab at http://maps.kcmo.org/apps/parcelviewer/ and two articles on converting it.

How to convert data from a .gdb into a shapefile without ArcMap?
