Should the system send emails to users about changes on the map? If so what changes, and at what frequency?

This might help with having users return to the site after initial project submission.

Frequency
- User defined Weekly/Monthly/Quarterly
- System defined
Type of update
- Add/Change/Remove in a category the user cares about
- Add/Change/Remove of a project in an area the user cares about

Add/Change in the category or in area citizen cares about (category and area are defined by person's project).

Monthly.

There could be additional notifications if we implement gamification.
