Add "Help other Brigades" below the "Code for KC Right Now!" #2

I can take this issue.

Should we perhaps give it an additional header below the Code for KC Right Now section? It feels like it could still cause some confusion in terms of usability, as the link is not for Kansas City, but for everywhere in general.
