Add details of the tag to an uploaded tag

As a member of the Graffity Abatement Tracking Program I want to identify square photage of a tag, the number of tags in the area, what the text is, and it's vacant identification So that I can better analyze the tag.

We will know when we are done when

• We can modify existing uploads information in these categories
• When we upload a tag, we can add these fields in.
