Sync 311 Data with the application #5

We need to add 311 data to an individual tag so that a member of LISC can get more information on the tag. @amandawilsonkc is working on generating that code list for us.

I'd like our team to be able to add other code issues if they are present. The issues our team is most likely to see in the field include: LITTER, TRASH, REFUSE, AND RUBBISH LIMBS AND BRUSH RANK WEEDS OR UNATTENDED GROWTH UNAPPROVED STORAGE UNLICENSED VEHICLE

If possible, we'd like to be able to pull in 311 data on graffiti locations. Most graffiti is not reported to 311 but in the event it is, it would be nice to be able to map the location. In the 311 Open Data set (https://data.kcmo.org/311/311-Call-Center-Service-Requests/7at3-sxhp/data), the complaint would have to be open (Status column > marked as Open) and would be marked as Graffiti in the Detail column.
