What do we know about those in the undercounted areas and why they are unmotivated to fill out the census forms?
What matters to them? How do you try to test messages that may speak to these interests/needs?
Can we do message testing??
Spatial interpolation often needs to be employed when working with "overlapping but incongruent polygon features." Think of when census data is provided at the tract level, but needs to be disaggregated to a custom target boundary or precinct. Below are links to two Python packages designed to "streamline this workflow":

I'm not sure the project cards will work that well with using github issues the way we currently are. I think using projects would be most helpful if we were to share a link to an entirely new github repository (folder) and create the github project there.

If prioritization of resources is the most pressing question, the initial solution is maybe something more rudimentary like a spreadsheet of census tracts that can be sorted by combinations of attributes, and the ability to get addresses within them
tracts with >Z% minority population and <X% return rate are first priority, then <X% return rate, or whatever

Who we're looking for
The State of Wisconsin is dedicating 0 dollars in getting the count out next year and we all have stake in it. But communities who have been historically under counted -- people of color, low income, immigrants and others-- always get the short end of the stick. Community groups are jumping into action to get involved and often are asking "How can I get involved?", "What role can I play?", "How can I make sure my community is counted and represented?". Come learn how Wisconsin Voices is taking the lead on making sure grassroots organizations can see how the Census is impacting them by hoping to create an interactive map where community partners can see data on the hard to count communities.
