Determine new organization for digital programs

1. it may not be very easy to find the current program, esp. for people who don't know GitHub
2. moving/renaming the digital program (which we do after the event is over) is also a problem for two reasons:
   • it breaks URLs (moderate/major problem)
   • and it also breaks the git commit history (very minor problem)

Suggested fix:

1. move all programs to the same subdirectory
2. move as much clutter out of the main directory as possible
3. keep permanent markdown text (but change the links) in big bold letters at the top of the readme for NEXT HACK NIGHT and PREVIOUS HACK NIGHT ?
