Create SMART Goals for Project Facilitation Pilot #95

I'm 85% sure (just because I haven't gotten a response yet), that the Census group will be piloting MOCHA and project facilitation. We want to be able to measure the success/establish baseline for how this goes. @erinmagennis (w/assistance from @Aycrazy) has been tasked with taking a first stab at making SMART goals for this pilot.

At October’s hack night we will learn how long it takes them to complete the project facilitation guide, get qualitative feedback and a ranking of perceived helpfulness on a scale of 1-10 from 3 people/roles, and capture the explicit next steps in a simplified manner for us (core team).

By the end of October, we will make appropriate edits to any of the guides so it can be rolled out in November.
