adding neighborhood summary view #8

I'd like to create a view of interesting stats for each neighborhood. Currently, the only statistic in this view is the number of open tickets by type for a given neighborhood district. I'm thinking this can be displayed as a bar chart.

Hey, I fat-fingered some things in git this evening, and had to revert some stuff on master. I think most of that is covered by/cleaned up in my latest pull request. Can you test and merge that first, then we'll take a look at this new view? I think merging that one first will clear up a bunch of the extra commits here. Sorry for the trouble.

Because I f'd things up, we should recreate this PR with the single view needed.
