Templating the Budget Overview with Mixins #138

this update will allow us to add a new budget overview year with 2 lines on a new page

The 2016 and 2017 pages were practically identical. The only differences were the displayed year and the file path. Both pages were updated to use the mixin, so there isn't a how-to but you can see it at work on those two pages
