UI: Button design - Githubissues

When logged in as DESK1...

[x] Button design is not consistent. Some buttons are BLACK with uppercase letters, others are WHITE with Capitalized lettering.
[x] "Search Applicants" or RESET don't even appear as a button (Remove RESET, its pointless)
[x] Recommend using the BLACK scheme from /user/profile
[x] Button alignment should also be consistent, LEFT is preferred
[x] Move "Start a new Application" to the NAVBAR as NEW APPLICATION
