Same as assessment... split into two panels

[x] LEFT = Application / Application data
[x] RIGHT = Assessment Data

What are the rules for when assessments are NOT the same?

Is there a workflow for when CRPD can refer back for another assessment?

@laraibsahmed are there any rules based on which the CRPD issues the certificate? What if there is a conflict between the director and the chairman of the assessment board.

If there will be a conflict, certificate wont be issued to applicant. FYI - @ebtihaj-khan @aliirz @mubassirhayat
