Bug Title:

Cut the YAML from PR Template

Bug Description:

Apparently, this is only needed for Issues Templates, not PR Templates. https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/creating-a-pull-request-template-for-your-repository

This is why it continues to show up when we create a PR.

Expected Behavior:

Without this, it should not appear in our PRs.

Possible Solution:

Cut lines 1-9 from .github/pull_request_template.md
