Resolves #475. Extends the work previously made in PR #476 to include the new Civic Profile page and navigation to make things more mobile-friendly. Style changes only apply below 600px, the MUI "sm" breakpoint. Functionality to those components remains unchanged.
Included unit test for rendering changes to Navbar and Civic Profile page.
