[Enhancement] - Update TAO logo and link to their page #143

Describe the Current Behavior/Feature:

TAO changed their logo, we should update to match. Also TAO is the only partner whos logo does not link to their page currently.

this might require a blob update for the dark mode version. (previously some of these were made in Figma)

Info and logo need to be changed to match info from https://www.oregonif.org/
