Issue 7/create volunteer page #44

This PR:

Resolves #7 (currently in a few ways/options) - but need to discuss (see below.) I still have a lot of code to cleanup and change to MUI.

Future Steps/PRs Needed to Finish This Work (optional):

Just discussions on what direction to take desktop option really. Any feedback at all is appreciated. To see the different desktop versions go to Volunteer.jsx and alternate what is commented out (either VolunteerSteps or VolunteerSteps2.)
