Please connect this Pull Request to the issue it is resolving by using the controls on the right side of this PR. Closes #794 and #796 Also updates mobile views for JOIN Staff List and Emergency Contact list

This PR will keep collecting some mobile friendly updates as it goes on, and if it gets merged there will have to be some updates later on to support role-permissions when that feature is complete
