Add property manager does not work when a property is not assigned

Describe the bug Adding a property manager does not work when a property is not assigned

To Reproduce Steps to reproduce the behavior:

1. Go to Add property manager
2. Fill in form
3. do not add a property
4. select save

Save grays out and nothing happens.

I see a test for this, so I'm not sure why the test is passing.
