UI fixes for expanded view #1689

Just some minor stuff here.

  1. Don't show the filter checkboxes if there is nothing to filter.
  2. Add the loading-btn class to the download summary button when waiting for the download.
  3. Rename props for the HideTrafficChargesCheckbox.
