Write instructions on how to deploy a local installation with postgis #6

For some reason, postgis just doesn't work like magic. Probably requires some additional investigation.

  1. investigate
  2. write instructions so other users can learn how to incorporate postgis into local testing.
  3. include details about any funny things that you may have noticed with how it works. Be verbose.
