Map opening hours and delivery options specific to COVID-19 pandemic

Most cities in Santa Clara County or their chambers of commerce are compiling lists of open businesses and their delivery options. This information can be tagged easily in iD thanks to openstreetmap/iD#7529. The municipal data is most readily usable in OSM, but we could potentially ask for permission for the rest.
