Refine municipal boundaries based on LAFCO data #26

The Santa Clara Local Agency Formation Commission (LAFCO) maintains authoritative data about government boundaries in Santa Clara County. @impiaaa is in the process of replacing OSM’s boundaries with data from LAFCO’s Cities and Special Districts dataset.

The previous boundaries were imported from TIGER and subsequently munged in many cases, and they have been outdated for some time. LAFCO’s boundaries are of higher quality and give us a chance to address accidental munging at the same time. We’re simplifying the boundaries to avoid unnecessary bloat, but they’ll still be a lot more detailed than TIGER and USGS. Milpitas and Palo Alto require manual conflation with the boundaries of Santa Clara County, Fremont, Menlo Park, and East Palo Alto.
