This contains:

a csv file containing only official individual campaign committees (no general / ballot measures etc)
a jupyter notebook with code for removing the duplicates in a csv file, based on the dates
a final, de-duplicated csv file for official individual campaign committees

How big are the CSV files? If they are large, we should store them in Google Drive and not in the git repo. Some contributors don't have a lot of free storage on their machines. So storing large files in the repo blocks them from contributing to the project.
