Analytic on Transparent California data for compensation of public workers (Part II) #22

Transparent California (http://transparentcalifornia.com/) provides compensation of public workers within the state (county/city/state/school districts/etc). It can also export data in CSV file. For example, the 2013 compensation for City of Bell is captured here (http://transparentcalifornia.com/export/bell-2013.csv). While the site contains a nice search engine, it lacks any analytic ability.

This is a Part II. Using the information from Part I, we can further compare the salary of a public worker of a given geographic location with the average household income (which can be retrieved from http://quickfacts.census.gov/qfd/states/06/0604870.html or http://factfinder.census.gov/faces/nav/jsf/pages/community_facts.xhtml#none). Highlight abnormal result such as if a city official's salary is higher than its peer in other city even though the average household income of the city is below state average.
