Would this be of any use, perhaps? http://chadnorwood.com/projects/gcm/ (it's also open-source on GitHub) -- not a total solution, but i think perhaps a vital component thereof....?
I don't know, this is to show temporary events as they come and go, we are looking to show things permanently in space with a time component?

The overall project is how do we digitize and share our map and street plan collection online. Digitization is also a passive conservation technique. When we digitize an item it no longer needs to be handled directly so for fragile unique items this means they have a longer life and more widespread use.
Steps:
Digitization of maps/plans
Purchase large format scanner
Photographing and digitally stitching together non-scannable objects
Increase network/server storage space
Geo-reference maps/plans
Coordinate volunteers to identify and tag geographic coordinates
Enter data into the digital file
Overlay the digital file with current open source maps
Develop online platform for sharing files
Use open source code to build our own platform
I have identified several local archives interested in digitizing their collection who do not have the resources to purchase their own equipment, train their staff, and sometimes do not have the space to house the necessary equipment. They would use our resources in order to preserve their collections, they would be interested in completing a range of steps (some would stop at step one, some would continue on to three).
We will need help with georeferencing, with building the online platform etc.
Others have done this: https://github.com/NYPL/building-inspector http://buildinginspector.nypl.org/general/data http://www.nypl.org/blog/2015/01/05/web-maps-primer
More to come.
