Evaluate CityGram for use in San Jose #40

https://www.citygram.org/san-francisco Is a cool looking app. But can our city services support it right now? In the future?

Research the app, research San Jose gov data sources, communicate to city officials related to open data to see if this is a worthy project for San Jose.

The Open311 standard is coming to San Jose. Don't worry about that part.

The Open ARC GIS for San Jose hasn't been implemented yet. Let's check again in May
