Install and evaluate bloomington's open 311 dashboard #71

The Open 311 project has a mobile app in development. The only thing left is a CRM, and endpoint between city officials and users.

Bloomington provided an open sourced open 311 app and crm. We looked at the app and it was cruddy. Can somebody look at the crm?
