Build a web-based PDF search tool for content in San Jose City Council memos #76

City staff and the general public have no systematic way to find content on specific issues in City Council memos, which are all published online as PDFs.

This makes it very difficult and often inefficient to find past documentation on City policy. Even City staff rely on remembering the date that a particular topic went to City Council, which is ridiculous!

As a start, build an online search tool for content in the City of San Jose's Information memos: http://www.sanjoseinfo.org/go/doctype/1914/47719/Information-Memos

I could give this a try. Hopefully, I could have a MVP next meeting. Will be in Python and Django if anyone wanna help out.

The info memo link above is broken now because the vendor Piers, shut down their business. I'll have to follow up with City staff on where the info memos are stored.

I would actually suggest you start with City Council Synopses - these are where the results of City Council meetings are described. http://www.sanjoseca.gov/DocumentCenter/View/69606

The jargon from the City Council Agendas and Synopsis can be confusing - let me know if you need help understanding what it all means!

I will make the first MVP so I could show on next meeting. I will make a web where we could post pdf and search its content. Then we could work from there.
