There are 53 programs across the country that are separated by sponsor program. A group of libraries can be apart of one sponsor. When new administrative user is needed to generate reports for that area the account would be tied to the sponsor and any libraries added will be tied by sponsor as well. When the admin user logs in will pull all the libraries for that sponsor to the user.
