Select icons list for describing a disaster #100

When making a new post select from a list of icons, to describe the disaster.

We will need to create a list of disaster types we want to include to know which icons to add.

The purpose of the icons is to increase usability among non-english speakers, though it should also increase scannability for english speaking users as well by allowing visual information scent w/out reading.
