Fix for -> htmlFor in the JSX for FEMAChecklistMarkup.js and InformationalResourcesMarkup.js for labe l elements
Abstract out repetitive html markup for checklist and resource <li> items into template functions
Move the checklist/resources content into data objects
Map data into JSX array vars using the template functions
