Implement notifications service

• [ ] When a file is shared, or share permissions are changed, the stakeholders must be notified via email
• [ ] there will be notifications page in UI, and corresponding notifications endpoint
• [ ] notications can be marked as read, or dismissed
• [ ] users can change notification settings for emails (subscribe/unsubscribe to specific category of notifications)
