I'm not sure if it is due to being on a PC or what - but my scroll speed was literally pixel by pixel. I went ahead and changed line 5027 (and 5028 to match) to multiply the new total by 5 and the issue was fixed with a pretty good scroll.
I think having a scroll speed multiplier would be a good addition to the settings, since I'm sure it might plague other users as well. Just wanted to point it out.
